Mr. F. Sutherland, 0.B.F., who has for

many years been Shipping Manager for Messrs. Jardine

Matheson & Company here, desires to lay before the

Board of Trade an invention for signalling at sea,

which may prove of great value to ships plying on the

China Coast under existing conditions.

The device has been examined by the Naval

Authorities here, and they are disposed to agree as

to its value.

I am therefore directed to enquire whether

arrangements could be made for Mr. Sutherland, who

carries this letter, to submit details of the invention

to the appropriate authorities.
